The Underground Exchange is not a shop you can walk into. It is a chain tied to the smuggler bay. The patch notes confirm exactly three links: it lives on the smuggler bay, the thing that explains it is the Underground Exchange Directive, and the Directive reaches you on Sawyer’s line.

So if you cannot find the entrance, the likely problem is not a menu you missed — it is one of those links. The September 14, 2026 demo patch fixed the two places where that chain broke most often.

The smuggler bay. The patch notes state that the underground exchange for the smuggler bay now takes priority over the temporary exchange deal. Those are two different things, and mixing them up is the most common confusion.

The Underground Exchange Directive. It is an in-game item that carries the access explanation. The developer changed one of its symbols in August (to a cyanide pill, to stop players misreading it) and then rewrote it in September “to cause less confusion”. The developer agrees it used to be unclear — if it made no sense to you, that was the build, not you.

Sawyer. A fixed bug shows the chain directly: with the Sawyer’s Crew starting perk and Skip Intro turned off, Sawyer would not hand over the Directive at all. That is now fixed, but it is still the first thing to check when you have no Directive.

What changed on September 14

  • The smuggler bay exchange now takes priority over the temporary exchange deal.
  • The Directive was rewritten to be less confusing.
  • The Thief’s stock now scales with Black Market reputation — reputation decides what you can even see, not just whether you are allowed in.
  • Two item lines were deliberately removed from every stock list: Supply and Science keycards and desequencer chips, because the game currently has no supply crates for them. Old guides telling you who sells keycards are out of date.

Reputation and risk

The black market is the classic risk-for-margin line: the higher your reputation, the better the Thief’s stock. The store page is blunt about the other side — contraband brings raids.

Getting caught is not automatically fatal. The store description names bribes as part of the system, and the developer fixed a loop where showing contraband in the display case and hiding it in the smuggler bay passed inspection and paid Security reputation for free. The route works, but it cannot be farmed.

If you are stuck, check these three

  1. Is Sawyer’s Crew in your starting perks, and is Skip Intro on? That is the officially acknowledged break point.
  2. Are you looking at the exchange or at the temporary exchange deal? Since September 14 they have a priority order.
  3. Is your Black Market reputation high enough? The Thief’s stock scales with it, so a low-reputation shelf may simply be empty.

What the developer has not documented

There is no official step-by-step for the exchange, no opening hours, no item table and no exchange rates, and no published contents page for the Directive. Claims such as “three worn filters trade for one new filter” appear only in player footage — treat them as player testing, not rules. Third-party sites often state that “advanced licences unlock the underground market”; that sentence could not be traced to an official source, so it is not repeated here.

The problem in front of the exchange is usually money. Get rent and cash flow stable in the first ten days, then decide whether this week is a saving week or a risk week on the buy-out page.
